The National Development and Reform Commission releases the first batch of 49 high-quality outdoor sports destinations list

On October 27th, the General Office of the National Development and Reform Commission and others released the first batch of high-quality outdoor sports destination construction areas list.

In order to implement the "Notice of the General Office of the State Council on Forwarding the Guiding Opinions of the National Development and Reform Commission and the General Administration of Sport on Building High quality Outdoor Sports Destination" (State Council Letter [2025] No. 12), and in accordance with the relevant work deployment of the "Notice of the General Office of the National Development and Reform Commission and others on Doing a Good Job in Building High quality Outdoor Sports Destination" (State Council Social Affairs Office [2025] No. 250), after expert review and joint departmental evaluation, it is proposed to include 49 destinations such as "Jinhaihu Outdoor Sports Destination in Pinggu District, Beijing" in the list of high-quality outdoor sports destination construction areas for key support. The relevant matters are notified as follows.

1、 The construction of high-quality outdoor sports destinations is not about pilot demonstrations or naming, but about providing more precise support and empowerment to regions with abundant outdoor sports resources and development foundations. It is an important measure to promote the development of China's outdoor sports industry from point to area, and has significant implications for meeting the growing needs of the people for a better life. All levels of development and reform, sports, natural resources, housing and urban-rural development, water conservancy, forestry and grassland departments should strengthen overall coordination to ensure that relevant work achieves practical results.

2、 Relevant regions should adhere to the principle of planning before construction and ecological priority, strictly abide by the red lines for the protection of arable land and permanent basic farmland, ecological protection, nature reserves, world natural heritage sites, world geological parks, forests, grasslands, wetlands, deserts, glaciers, flood control, and river management, and other relevant laws, regulations, and policy requirements. Based on national spatial planning, we should promote the opening of high-quality natural resources to outdoor sports in accordance with the law, and achieve harmonious coexistence between high-quality outdoor sports destination construction and the natural environment.

3、 Relevant regions should combine their advantageous outdoor sports types to enhance the level of public services and supporting service capabilities; We need to further strengthen the local safety supervision capacity, consolidate safety supervision responsibilities, enhance safety guarantee capabilities, and improve the emergency rescue system. Areas planning to carry out low altitude sports activities should have aviation flight camps recognized by the General Administration of Sport of China, and further standardize the qualification management of low altitude sports operation enterprises and aviation personnel.

4、 Relevant regions can refer to the "Guidelines for the Construction of High Quality Outdoor Sports Destination Projects (Trial)" (TJZ [2025] No. 383) to carry out project reserves. In the process of planning projects, we must adapt to local conditions and combine them with reality. We must not blindly launch large-scale venue projects, nor engage in large-scale construction or damage the natural environment. For projects intending to apply for investment within the central budget, the overall scale and unit cost of the project should be controlled, functional design should be optimized, and simplicity and practicality should be emphasized.

5、 The sports administrative department in the area where the outdoor sports destination is located is the main body for carrying out high-quality outdoor sports destination construction. It is necessary to fully play the role of the main body and promote the implementation of various measures such as event activities, facility construction, and operation management for a long time. At the same time, relevant regions should actively introduce social forces to participate, continuously innovate product types, enrich activity experiences, and form a long-term mechanism of revenue feedback for daily operation and management.

6、 Provincial development and reform, as well as sports departments, should strengthen tracking and guidance, and timely summarize advanced experiences and typical practices in the construction of high-quality outdoor sports destinations in relevant regions. The National Development and Reform Commission, General Administration of Sport and other departments will regularly summarize and evaluate the effectiveness of construction, and carry out experience exchange activities in a timely manner.
